Objective And Services

VANguard provides authentication and notary services to facilitate online business with government agencies.

VANguard offers two primary services:

  1. Authentication services enabling agencies and their business clients to interact in a secure environment, with the assurance of each other’s identity.
  2. Notary services providing agencies with independent, verifiable electronic evidence of the date, time and integrity of an electronic document.

These services can be used in many ways, some examples of which are:

  • The VANguard authentication service can be used to log on to a government agency’s online services.
  • The VANguard web services channel can be used to submit Adobe SmartForms for authentication and/or notarisation.
  • The VANguard notary service can be used to provide independent electronic evidence of the date, time and integrity of a message.

Significance for Australia

VANguard will achieve three business outcomes:

  • increase communications efficiency
  • reduce red-tape
  • consolidate online service delivery.

After agencies connect to VANguard’s services, businesses will be able to:

  • avoid the current burden of submitting and posting paper forms to comply with government regulation across many sectors of the economy
  • interact confidently with government agencies using a minimal number of electronic credentials, and this will further encourage use of online services.

In addition, government agencies will not need to duplicate infrastructure for online communications, as VANguard will reduce the costs to government of authenticating and notarising information.

VANguard will provide authentication services to underpin the Australian Government's Standard Business Reporting Initiative. 

Departmental role

The Department of Innovation, Industry, Science and Research is implementing this program and commenced service delivery in June 2007.
