OVERVIEW

Transforming Australia's automotive industry will necessarily involve dislocation for some firms and workers. This program recognises that the supply chain will need to consolidate if the industry is to achieve greater scale and retain core capabilities.

AISAP will provide $116.3 million to facilitate consolidation in two ways: first, by helping firms with legal, relocation and other merger costs; and second, by providing labour market adjustment support. The program will provide assistance through two elements of activity:

1. Structural Adjustment Support

The structural adjustment support element of AISAP commenced on 1 January 2009. The purpose of the structural adjustment assistance is to: 

a)      facilitate structural adjustment within the automotive supply chain to achieve greater scale and retain core capabilities, by
      providing assistance to firms to merge; and

b)      strengthen the automotive components sector to enable it to continue providing secure employment to as many skilled
      workers as possible.

Under exceptional circumstances as described in the Ministerial Guidelines an application may be made for an Exceptional Circumstances Grant.

 2. Labour Market Adjustment Support

The labour market adjustment support element commenced on 1 November 2008 and is being administered by the Department of Education, Employment and Workplace Relations.

The purpose is to provide specialised employment services to workers made redundant from the automotive industry. This will provide automotive industry workers with employment services that they would otherwise not be entitled to due to income support waiting periods and their recent work experience.

Assistance for workers under the AISAP includes:

  • immediate access to Intensive Support customised assistance for all eligible workers;                                        
  • a supplement of $450 in the Job Seeker Account (on top of the $900 for Intensive Support Customised Assistance (ISCA) eligible job seekers);
  • access to the New Enterprise Incentive Scheme (NEIS) to retrenched workers;
  • small business training for workers wanting to establish a business where it does not meet NEIS eligibility criteria;
  • relocation assistance for workers who want to relocate within the state or interstate;
  • wage subsidies can be offered by Job Network members to employers who are prepared to offer affected workers a job; and
  • industry specific training in cases where a group of automotive industry workers are to be trained to take up employment opportunities with another employer.

Workers are also able to take up training under the Productivity Places Program where 10,000 new training positions will be quarantined and used for structural adjustment purposes for workers who have lost their jobs in the automotive and manufacturing industries.
