APS200 Project: Place of Science in Policy Development in the Public Service

In 2011, the Secretaries Board approved a proposal to commission a new project on 'the place of science in policy development in the public service'.

Background

The aim of the APS200 Project: Place of Science in Policy Development in the Public Service is to:

  • review systematically the ways in which scientific research is used to inform the development of policy in the APS
  • make recommendations for possible changes or avenues for encouraging uptake of scientific input in policy development
  • consider whether there is a need for a wider framework to identify entry points for science into the policy development process.

This project emerges from Recommendation 3.2 of Ahead of the Game: Blueprint for Reform of Australian Government Administration, which aims to 'build partnerships with academia, research institutions and the community and private sectors'.

As part of the APS200 Project, a Steering Committee and Reference Group have been established with cross-agency membership.

The Steering Committee overseeing the APS200 Project: Science in Policy includes:

  • Ms Patricia Kelly (Chair), Deputy Secretary, Department of Industry, Innovation, Science, Research and Tertiary Education
  • Professor Ian Chubb AC, Chief Scientist for Australia
  • Dr Subho Banerjee, Deputy Secretary, Department of Climate Change and Energy Efficiency
  • Mr David Butt, Deputy Secretary, Department of Health and Ageing
  • Dr Gordon de Brouwer, Associate Secretary, Department of Prime Minister and Cabinet
  • Dr Gary Dolman, Head of Bureau, Department of Infrastructure and Transport
  • Mr Phillip Glyde, Deputy Secretary, Australian Bureau of Agricultural and Resource Economics and Sciences
  • Mr David Parker, Deputy Secretary, Department of Sustainability, Environment, Water, Population and Communities
  • Dr Chris Pigram, Chief Executive Officer, Geoscience Australia
  • Mr Abul Rizvi, Deputy Secretary, Department of Broadband, Communications and the Digital Economy
  • Mr Tony Sheehan, Deputy Secretary, Attorney-General's Department
  • Mr Mike Whelan, Deputy Chief Executive Officer, Commonwealth Scientific and Industrial Research Organisation
  • Dr John Gunn, Chief Executive Officer, Australian Institute of Marine Science

It is expected the project will be finalised in late 2012.
