Overview

A one-off A$10 million grant to support the establishment of a small-scale mammalian cell production facility in Australia was announced in the 2006-07 Federal Budget.  The lack of such a facility in Australia has previously resulted in research and development work being moved offshore.  The mammalian cell production infrastructure gap was identified through the Government's industry Action Agenda process, which is designed to assist industries grow and prosper through building a partnership between governments and industry. 

In addition to the one-off A$10 million grant, additional financial support may also be available from Australian State and Territory Governments. 

Purpose

The purpose of the grant is to bridge the infrastructure gap in the national biotechnology manufacturing chain by assisting in the establishment of a facility to produce recombinant proteins in mammalian cells.  The facility will operate as a contract manufacturing organisation (CMO), providing drug developers with access to small amounts of complex biological material for pre-clinical work and clinical trials up to and including Phase III. 

The facility is to be cGMP compliant and operate on a commercial basis without any further Australian Government assistance under this grant.

The establishment of such a facility in Australia should enable the Australian biotechnology industry to capture more of the value from global drug development and lead to quicker development times.  It is estimated that such a facility will reduce costs, increase skills capabilities and employment opportunities, and increase the likelihood that subsequent work in the development of biologic drugs will be undertaken in Australia.

Guidelines

The Guidelines were designed to assist applicants in applying for the one-off A$10 million grant to assist in the establishment of a small-scale mammalian cell production facility in Australia.  The Guidelines were in two parts:

  • Part A provided information on the selection process, the eligibility requirements, the selection criteria and the administration of the grant; and
  • Part B provided a guide to assist applicants in addressing the selection criteria and in supplying other supporting information.
