Development of the CTS

There has been extensive consultation with Higher Education Providers and other stakeholders to develop the administrative arrangements for the scheme.

Consultation commenced in January 2006 with the circulation of the CTS Issues Paper. The outcomes of the primary round of consultations were summarised in June 2006 in the CTS Final Paper, the Commercialisation Training Scheme Training Framework Study prepared by the Australian Institute for Commercialisation on behalf of the Department.

The Department developed draft CTS guidelines and conditions of grant and draft CTS reporting requirements based on the initial feedback and sought additional feedback on the newly developed administrative arrangements. As a result, minor modifications to enhance clarity were incorporated into Final draft CTS guidelines and conditions of grant and Final draft CTS reporting requirements in July 2006.

The CTS guidelines were approved under the authority of the Higher Education Support Act 2003 and registered on the Federal Register of Legislative Instruments on 13 December 2006.
