Dr Terry Cutler (Chair)
Principal of Cutler & Company
Currently a Member of the Board of the Commonwealth Scientific and Industrial Research Organisation (CSIRO), a member of the Victorian Government's Innovation Economy Advisory Council, a member of the International Advisory Panel of Malaysia's Multimedia Super Corridor, and a Director of Malaysia's Multimedia University.
Dr Cutler had recently held but has relinquished the following positions:
- Chairman, ACID Pty Ltd, the CRC for Interaction Design;
- Member Council of Queensland University of Technology;
- Director InnovationXchange Ltd.
Dr Nicholas Gruen
CEO of Lateral Economics, and Peach Financial
Dr Gruen is the Chairman of National Forum which is the holding company for Online Opinion. Previously he was Director of the Business Council of Australia's New Directions economic reform project and before that was on the Productivity Commission, where he was Presiding Commissioner on one inquiry and an industry study and Associate Commissioner on five inquiries.
Prof Mary O'Kane
Principal, Mary O'Kane & Associates Pty Ltd
Emeritus Professor O’Kane was Vice-Chancellor and President of The University of Adelaide from 1996-2001 and Deputy Vice-Chancellor (Research) from 1994-96. Before that, Professor O'Kane was Dean of the Faculty of Information Sciences and Engineering at the University of Canberra. She is a Fellow of the Academy of Technological Sciences and Engineering and an Honorary Fellow of Engineers, Australia.
Professor O'Kane is Vice-Chair of the Board of the Development Gateway Foundation, and is a member of the Tax Concession Committee, but has stepped aside from that position to participate in the Review. She is Chair of the CRC for Spatial Information, but has also stepped aside from that position to participate in the Review.
Professor O'Kane was formerly a member of:
- the Australian Research Council;
- the Cooperative Research Centres Committee;
- the Australian Aid Advisory Council;
- the CSIRO Board; and
- the Board of FH Faulding and Co. Ltd.

Ms Narelle Kennedy
Chief Executive of the Australian Business Foundation
Currently a Director of the NSW Entrepreneurship Centre, MTC Work Solutions and the Advisory Board of the UTS Research Centre for Innovative Collaboration Alliances and Networks (ICAN) and a Member of Chief Executive Women, the Society of Consumer Affairs Professionals in Business and the Institute of Public Administration of Australia and a Fellow of the Australian Institute of Company Directors.
Past positions include:
- Acting Chair NSW Innovation Council;
- Director National Standards Commission;
- Member of NSW Fair Trading Advisory Council;
- Member of NSW Cooperatives Advisory Council; and
- NSW Superintendent of Weights and Measures.
Prof Glyn Davis (AC)
Vice-Chancellor and Principal of the University of Melbourne
Prior to that Vice-Chancellor of Griffith University. He trained as a political scientist in Australia and the United States.
Professor Davis was Foundation Chair of the Australia and New Zealand School of Government (ANZSOG) which is headquartered at the University of Melbourne. He is a Fellow of the Academy of Social Sciences in Australia and a Companion in the Order of Australia.
Previously the Commissioner for Public Sector Equity in the Queensland Public Sector Management Commission (1990-1993), Director General of the Office of the Cabinet (1995-1996), and Director General of the Queensland Department of the Premier and Cabinet (1998-2002).
Professor Davis is currently a board member of:
- UMEE Limited (Chair);
- Universitas 21 (Deputy Chair);
- Australia 21, the Group of Eight Limited;
- the Melbourne Theatre Company;
- the Q150 Advisory Committee;
- the Supervisory Board of the Menzies Centre for Australian Studies; and
- the University Grants Committee of Hong Kong.
He is also co-chair of the Australia 2020 Summit. Professor Davis accepts no remuneration for any of these board positions.

Ms Livingstone has also served on the Boards of Goodman Fielder Ltd, Rural Press Ltd and EFIC, and was CEO of Cochlear Limited (1994-2000).
Dr Megan Clark

Dr Clark is currently on the Advisory Board of the Ian Wark Research Institute. She has been a member of the Australian Research Council Collaborative Grants Committee in the areas of engineering and geoscience.
Dr Clark was previously a Director with NM Rothschild and Sons (Australia) and has previously been on the Boards of:

- the Victorian Partnership forAdvanced Computing, and
- the CSIRO Minerals Advisory Council Ltd.
Prof John Foster
